Percy Lee Chapman, born on August 13, 1971, in Queens, New York, is a rapper and producer from the Queensbridge housing projects. He began his career in the mid-1980s as MC Percy in the group Super Kids and later joined the Juice Crew All Stars. After a prison sentence, he reemerged as Intelligent Hoodlum, releasing two politically conscious albums in the early 1990s. Under the name Tragedy Khadafi, he was instrumental in shaping Capone Noreaga’s debut The War Report and continued to release solo albums through the 2000s and 2010s. He has also been part of groups like Black Market Militia and QB Finest.
